President Sadat is with Ms. Hikmat Matta, the representative and spokesperson of Smiling Lungs Books

In the name of God, Brothers and Sisters,

I would have preferred to come to you sooner, to meet with you and with the masses of our people and nation. However, my preoccupations were as you know and appreciate, and I am confident that you understand and excuse me. Be that as it may, I have felt your presence and that of the masses of our people and nation together in what I have taken upon myself as a responsibility—expressing the will of a nation and the destiny of a people. I found it appropriate to come to you today to speak with you, with the masses of our people, with the peoples of our Arab nation, and before a world concerned with what is taking place on our land, because it is closely bound to the most critical human issue: the issue of war and peace.

This is because we do not consider our national and patriotic struggle a local or regional phenomenon. The region in which we live—with its strategic and cultural role—lies at the very heart of the world and the core of its movement. Because events are momentous, developments are rapid, and decisions are decisive, I want to go directly into them. I want to speak with you, and I will focus on two points: War and Peace.

First: War

I do not think you expect me to stand before you to boast and brag about what we have achieved in eleven days—some of the most important, critical, glorious, and grandest days in history. Perhaps a day will come when we sit together, not to boast and brag, but to remember, study, and teach our children and grandchildren, generation after generation, the story of the struggle, its hardships, the bitterness and pain of defeat, and the sweetness and hopes of victory.

Yes, a day will come when we sit to recount and narrate what each of us did in his post, how each carried his duty and fulfilled his role, and how the heroes of this people and nation emerged in a dark period where gloom prevailed, to carry the torches of light and illuminate the path so that we could cross the bridge between despair and hope. All of that will have its time, and I think you agree with me that we have enough concerns and tasks to warrant dedicating our time and effort to them. If I may pause briefly—and I know you are eager to hear much—I say the following:

First: Regarding myself, I have tried to fulfill what I pledged to God and to you. I tried to fulfill what I pledged to God and to you exactly three years ago today. I pledged to God and to you that the cause of liberating national and homeland soil was the primary charge I carried out of loyalty to our people and nation. I pledged to God and to you to spare no effort and never hesitate before any sacrifice, no matter the cost to me, so that the nation reaches a position where it is capable of pushing its will to the level of its aspirations. For our belief always was, and remains, that wishing without will is a form of day-dreaming; my love and loyalty to this homeland refuse for us to fall into its mirage or mist.

I pledged to God and to you to prove to the world that the setback of 1967 was an exception in our history and not the rule. In this, I was acting out of a deep faith that encompasses 7,000 years of civilization and looks forward to horizons that I know with absolute certainty the struggle of our people and nation is not below reaching, asserting its values and grand dreams. I pledged to God and to you that our generation will not hand over its flags to a coming generation lowered or humbled; rather, we will hand over our flags with heads held high and masts exalted. They may be stained with blood, but we kept our heads high in the sky even when our foreheads were bleeding blood, pain, and bitterness.

I pledged to God and to you that I would not delay a moment I deemed appropriate, nor rush ahead of it—neither gambling nor hesitating. The calculations were exhausting and the responsibility was immense, but I realized, as I told you and the nation repeatedly, that this was my destiny and I carried it on my shoulders. I pledged to God and to you, and I sincerely tried to fulfill the promise, seeking God’s help and requesting your trust and the trust of the nation. For this, I praise God.

Second: Everything was contingent on the will of this nation—the magnitude of this will and its depth. We could have achieved nothing, and no one could have achieved anything, were it not for this people and this nation. The night was long and heavy, but the nation never lost faith in the coming of dawn. I say without pretense that history will record for this nation that its setback was not a downfall, but a passing stumble; its movement was not an eruption, but a soaring ascent.

Our people gave unlimited effort, offered unlimited sacrifices, and demonstrated unlimited awareness. More important than all of that—more than the effort, sacrifices, and awareness—the people maintained an unlimited faith. That was the dividing line between a setback and total defeat. I felt this from the first day I assumed my responsibility and accepted, with contentment, what God willed to place on my shoulders. I knew that the faith of the people was the foundation. If the foundation is sound, everything that was lost can be recovered, and everything from which we retreated, we can launch toward again. Despite many phenomena—some natural and some artificial due to psychological warfare directed at us—my question to myself and others every passing day was: Is the foundation sound?

I was confident that no psychological warfare, regardless of its ferocity, could touch the solidity of this foundation. As long as the foundation was sound, everything was fine, and anything else would be nothing more than a storm in a teacup, as they say. I do not deny that we faced immense difficulties—real difficulties in services, supply, production, and political action as well. I knew the truth, but I was not in a position that allowed me to explain it. I knew we were trying to make life acceptable for the people while simultaneously preparing for what was expected. I was confident that a day would come when the truth would become clear to others as it was clear to me; and when the truth appeared, people would know and appreciate it. For this, I praise God.

Third: There was a clear indication of a rift in the conscience of the entire Arab nation. I saw this as natural due to social and intellectual factors, compounded by the bitterness of the setback. Some were asking me, and asking themselves: Can the nation face its terrible test while in this state of fragmented conscience?

I used to say that this rift, in addition to its natural causes, reflected a contradiction between reality and hope, and there was nothing frightening in that. Rather, I believed there was no healing or rest for the nation's conscience except when it faced the moment of challenge. At those times, I was not prepared to enter into futile debates about whether to heal the rift before facing the challenge. My view was that nations cannot discover themselves or their essence except through the practice of struggle. The greater the challenge, the greater the nation's awakening and discovery of its capabilities. I do not deny the existence of social and intellectual differences—that is the course of history—but at the same time, I knew that great nations, when facing their major challenges, are capable of defining their priorities with clarity beyond doubt. I believed in the soundness and strength of the call of Arab nationalism, and I was aware of the various interactions driving the march of a single nation.

However, I was confident that unity of action would impose itself on all forces, parties, and currents, because we would all realize that this circumstance was not about competing views, but a struggle between extinction and survival for an entire nation. For this, I praise God.

Fourth: I knew the true essence of our armed forces, and my talk about them was neither guesswork nor speculation. I emerged from the ranks of these armed forces, lived its traditions myself, and had the honor of serving in its ranks and under its banners.

The record of these forces was brilliant, but our enemies—old and new colonialism, as well as global Zionism—focused against this record with terrifying intensity because they wanted to make the nation doubt its shield and sword. We had no doubt that these armed forces were among the victims of the 1967 setback, and were never among its causes.

In 1967, these forces were capable of fighting with the same valor and firmness with which they are fighting today, had their military leadership at that time not lost its composure after the air strike that Abdel Nasser warned against, or had that leadership not issued a general retreat order from Sinai without Abdel Nasser's knowledge.

Our forces were not given the opportunity to fight in 1967. They were not given the opportunity to fight in defense of the homeland, its honor, and its soil. They were not defeated by their enemy; rather, they were exhausted by circumstances that gave them no chance to fight. I participated with Gamal Abdel Nasser in the process of rebuilding the armed forces, and then fate willed that I bear the responsibility of completing that build-up and assuming its supreme command.

The armed forces performed a miracle by any military standard. They mastered the entire era in training, weaponry, science, and capability. When I issued the order to respond to the enemy’s provocation and curb its arrogance, they proved themselves. Upon receiving the order, these forces took the initiative into their own hands, surprised the enemy, and threw them off balance with swift maneuvers.

It is no exaggeration to say that military history will pause long to examine and study the operation of October 6, 1973, when the Egyptian armed forces managed to breach the difficult barrier of the Suez Canal, cross the fortified Bar Lev Line, and establish beachheads after throwing the enemy off balance in just six hours!

The risk was great and the sacrifices were immense, but the results of the Battle of October 6 during the first six hours of our war were enormous. The enemy has lost its balance to this very moment.

While we say this with pride—and a degree of pride stems from faith—duty requires us to record from here, in the name of this people and this nation, our absolute confidence in our armed forces: confidence in its leadership that planned, confidence in its youth and soldiers who executed with fire and blood, confidence in the faith of these armed forces, confidence in their weapons, and in their ability to master these weapons.

In short, I say that this homeland can rest assured and feel secure after fear; it now possesses both a shield and a sword.

From here, I want to direct your attention with me to the Northern Front, where the great Syrian army fought one of the most glorious battles of the Arab nation under the faithful and firm leadership of my brother, President Hafez al-Assad.

I want to say to our brothers on the Northern Front: You made a pledge and were faithful to it; you were true friends and the most honorable of allies; you fought like men and stood firm like heroes.

We could not have found comrades-in-arms who inspire more reassurance and pride than those with whom we had the honor of fighting alongside against a single enemy of ours—the enemy of our entire Arab nation. We were at the vanguard of the battle, bore its ferocity, and paid together the heaviest cost in our blood and resources. We will continue to fight, we will continue to defy danger, and we will continue alongside brothers who answered the call sincerely and faithfully. We will all continue to pay the tax of sweat and blood until we reach a goal we accept for ourselves and our nation accepts for its struggle in this critical phase of its continuous, ongoing journey.

Second: Peace

Brothers and Sisters, All of that was about war. Now, what about peace?

When we speak of peace, we must remember—and not forget, just as others must not overlook—the true reasons for which our war was fought. Allow me to lay out some of these specific, definitive reasons before you:

First: We fought for peace. We fought for the only peace that deserves to be called peace: peace based on justice. Our enemy sometimes speaks of peace, but what a vast difference there is between the peace of aggression and the peace of justice! It was David Ben-Gurion who formulated Israel's theory of "imposing peace." But peace cannot be imposed; talking about imposing peace means threatening to wage war, or actually waging it.

The major mistake our enemy made was imagining that the power of terror could guarantee security. Today, on the battlefield, the futility of this theory has been proven in practice. Peace is not imposed, and a fait accompli peace does not stand or endure. Peace comes only through justice; peace does not come through terrorism, no matter how deeply it sinks into tyranny, and no matter how much it is seduced by the arrogance of power or the folly of power.

That arrogance and folly in which our enemy persisted—not only during the last six years, but throughout the past twenty-five years, ever since the Zionist state usurped Palestine. We may ask Israel's leaders today: Where has the Israeli security theory gone—the one they tried to establish sometimes through violence and at other times through tyranny for twenty-five years? It has been broken and shattered. Our military forces today defy their military forces, and here they are in a long, extended war, facing an attrition that we can endure far better and more abundantly than they can. Their strategic depth is exposed if they imagine they can frighten us by threatening the Arab depth.

Perhaps I might add—so they hear in Israel—that we are not advocates of annihilation as they claim. Our Egyptian-Arab trans-Sinai missiles of the Zaafir type are now on their launchpads, ready to be fired at a single signal into the depths of Israel. We had the capability from the very first minute of the battle to give the signal and issue the order, especially since empty pride and arrogance deluded them into taking on more than they could bear. But we understand the responsibility of using certain types of weapons, and we exercise self-restraint—though they should remember what I once said and still say: An eye for an eye, a tooth for a tooth, and depth for depth.

Second: We did not fight to commit aggression against the land of others. Rather, we fought, are fighting, and will continue to fight for two goals:

  1. Restoring our occupied territories after 1967.
  2. Finding the paths to restore and respect the legitimate rights of the Palestinian people.

These are our objectives in accepting the risks of fighting. We accepted them in response to unbearable and intolerable provocations. We were not the initiators; rather, we were defending ourselves, our freedoms, and our right to freedom and life.

Our war was not for aggression, but against aggression. In our war, we did not violate the values or laws that the community of nations agreed upon for itself and recorded in the Charter of the United Nations, which free peoples wrote with their blood after their victory over Fascism and Nazism. Indeed, we might say that our war is a continuation of humanity's war against Fascism and Nazism—because Zionism, with its racist claims and its logic of expansion through force, is nothing but a feeble repetition of Fascism and Nazism, inspiring contempt rather than fear, and invoking disgust more than hatred.

In our war, we acted in accordance with the letter and spirit of the United Nations Charter, not contrary to its spirit or text. Alongside the Charter itself, we acted out of appreciation and respect for the resolutions of the international organization, whether at the level of the UN General Assembly or the Security Council.

Brothers and Sisters, The entire world has attested to our right and praised our courage in defending this right. The world realized that we were not the initiators of aggression, but the initiators of the duty of self-defense. We are not against the values and laws of the international community; we are with the values and laws of the international community. We are not war adventurers; we are seekers of peace.

The world realized all of this. It sympathized with our cause before, and today, added to its sympathy, is its respect for our determination to defend this cause. We were reassured by the world’s sympathy, and now we cherish its respect. I tell you with all sincerity and honesty: I prefer the world's respect, even without sympathy, over the world's sympathy if it comes without respect.

And for this, I praise God.

Brothers and Sisters, One single state differed with the entire world—not just with us, but with the entire world, as I said. That state is the United States. It claimed to be "surprised" that we attempted to repel the aggression. We do not understand how or why this state was surprised. It was not content merely with being "surprised," as it claims, but woke up from its surprise without returning to reason. It is regrettable and sad that this should be the stance of one of the superpowers of this era.

We expected—or perhaps hoped against all evidence and experience—that the United States of America would wake up from its surprise to reason, but that did not happen. We saw the United States move from surprise to maneuvering, calling for a return to the lines prior to October 6. We could have been angered by this inverted logic, but we were not angry—because, on the one hand, we have confidence in ourselves, and on the other, because we truly want to contribute to world peace.

The world is entering an era of détente between the two superpowers, and we do not oppose the policy of détente. We had one reservation about it, and our reservation remains: If we want the world, after the impossibility of global war, to enter an era of peace, peace is not an abstract or absolute concept. Peace has one meaning: that all peoples of the earth feel it is their peace, not a peace imposed upon them.

I say before you, and within the hearing of the world: We want the policy of détente to succeed and be strengthened, and we are ready to contribute to its success and reinforcement. Any oversight of this self-evident truth is not merely ignorance, but an insult we do not accept for ourselves or for the world—a world that knows the importance and value of the region we live in, and must realize now that this region is capable of both giving and withholding.

Brothers and Sisters, After the maneuver—which we refused to even discuss, especially after we opened the path of truth by force of arms—the United States rushed into a policy that we cannot remain silent about, nor can our Arab nation remain silent about. It established a rapid airlift to transport military aid and supplies to Israel.

It was not enough for the United States that its weapons enabled Israel to disrupt all attempts at a peaceful solution to the Middle East crisis; now it entangles itself in something far graver, far more dangerous in its consequences. While we fight aggression and attempt to lift its nightmare from our occupied lands, the US rushes to the aggressor—compensating it for what it lost and supplying it with what it did not have!

The United States is establishing a sea and air bridge through which new tanks, new aircraft, new artillery, new missiles, and new electronics flow into Israel. We say to them: This will not frighten us. But before things reach a point of no return, you and we must understand: Where to, and until when?! We are the map of the Middle East, not Israel. Where to, when all your interests lie with us, not in Israel? Where to, and until when?

Brothers and Sisters, I thought of sending a letter to President Richard Nixon defining our position clearly, but I hesitated for fear of misinterpretation. Therefore, I decided to replace that with an open letter to him from here—a letter dictated not by words, but by confidence; a letter issuing not from weakness, but from a genuine desire to preserve peace and support détente. I want to say clearly that our demand in war is known and needs no re-explanation. But if you want to contrast our demand with peace, here is our peace plan:

  1. First: We fought and will fight to liberate our land seized by Israeli occupation in 1967, and to find the way to restore and respect the legitimate rights of the Palestinian people. In this, we accept our commitment to UN resolutions in the General Assembly and the Security Council.
  2. Second: We are prepared to accept a ceasefire on the basis of an immediate withdrawal of Israeli forces from all occupied territories under international supervision to the lines prior to June 5, 1967.
  3. Third: Upon the completion of the withdrawal from all these territories, we are prepared to attend an international peace conference at the United Nations. I will exert my utmost effort to convince my fellow Arab leaders directly responsible for managing the conflict with the enemy, as well as representatives of the Palestinian people, to participate with us and the international community in establishing rules and measures for peace in the region based on respect for the legitimate rights of all peoples in the region.
  4. Fourth: We are prepared at this very hour, from this very minute, to begin clearing the Suez Canal and opening it to international navigation so it can resume its role in the world's prosperity and flourishing. I have already issued orders to the Chairman of the Suez Canal Authority to begin this operation on the day following the completion of the liberation of the Canal's eastern bank, and initial preparations for this task have already begun.
  5. Fifth: In all of this, we are not prepared to accept ambiguous promises or misleading initiatives open to every interpretation and construction—wasting time uselessly and returning our cause to stagnation. We no longer accept this, regardless of the reasons held by others or the sacrifices required of us. What we want now is clarity: clarity in objectives and clarity in means.

Brothers and Sisters, We have spoken our piece, and I sincerely pray that everyone understands it in its proper context, places it on the right track, and evaluates matters wisely. This issue demands the courage of men and the wisdom of men. For our part, we face these hours with the humility of those who are truthful with God, with themselves, with their nation, and with their humanity.

These are hours in which battles larger than conventional weaponry are being fought, even compared to the wars of giants. These are arenas where destinies are decided and relationships are established that will impose themselves on the future as they assert themselves in the present. These are hours in which heroes step forward, and hours in which martyrs fall—or rather, ascend. These are hours filled with contrasting emotions, where shouts of joy mix with other deep feelings, because we were and still are seekers of right, not seekers of war. But we were and still are defenders of right, even if war is imposed upon us. Even as the euphoria of victory filled every heart, I knew between myself and my Lord the extent of human suffering we pay for victory.

I followed the news of our victory in humility because I know war, and the Most Exalted of speakers taught us: "Fighting has been enjoined upon you while it is hateful to you."

Brothers and Sisters, These are hours in which we know ourselves, know our friends, and know our enemies. We have known ourselves, and we have known our friends—they were as true and loyal as we could ever ask friends to be. We have always known our enemy, and we do not wish to increase the number of our enemies; rather, we issue word after word, reminder after reminder, and warning after warning to give everyone a chance to reconsider, and perhaps step back.

However, with God's help, after the word, the reminder, and the warning, we are capable of striking blow after blow, and we will know when, where, and how if they choose to escalate what they are doing. The entire Arab nation—and allow me to speak on its behalf—will not forget the stances of these hours. The Arab nation has not forgotten its friends who stand with it in these hours, nor will we forget the enemies who stand with our enemy in these hours.

O Lord, be our help and guidance. O Lord, bless our people and our nation. O Lord, You have promised, and Your promise is the truth: "If you support God, He will support you and plant your feet firmly."

Peace, mercy, and blessings of God be upon you.
